Corporate Management Team
To execute our corporate vision we have formed a management team with a unique mix of professional, academic and government experience to complement our advisory board. Together we can be successful in establishing A.J. Rhem & Associates, Inc as a leader in the technology industry worldwide. The following are the current members of our management team and a brief background of each member.
Anthony J. Rhem, Ph.D., CKM - President / Principal Consultant | Dr. Rhem is an Information Systems professional with over twenty-four (24) years of experience focused on implementation of major application systems. Anthony is also a published author, and educator, presenting the application and theory of Software Engineering Methodologies, Knowledge Management, and Artificial Intelligence. Anthony’s latest book “UML for Developing Knowledge Management Systems” is a source for assisting organizations in understanding knowledge management and how to incorporate knowledge into a software system for dissemination across the organization. Anthony is currently serving as an Adjunct Professor at The Knowledge Systems Institute - Master of Science Knowledge Management Program.
Anthony serves on several advisory boards, which include: the Industry Advisory Board – International Conference on Software Engineering and Knowledge Engineering (SEKE), Advisory Council - Boardroom Bound – Chicago Chapter, Entrepreneur Advisor Board Chairman, BDPA Thought Leaders. The Technology Council of Advisors for the Gerson Lehman Group, member of the Advisory Board for American University Professional Science Master’s Degree Program, and Member of the National Science Foundation SBIR (Small Business Innovative Research) Review Panel.
Anthony’s educational background includes: Certification in Knowledge Management (CKM) from the KM Institute, PhD (h.c.) from Calamus International University in Information Technology and Education, Masters Science Degree from DePaul University in Information Systems/Artificial Intelligence, Bachelor of Science Degree from Purdue University, Ph.D. Applied Management and Decision Sciences with a specialization in Knowledge Management from Walden University (2007).
Angelyn Whitehurst, CKM - Government Relationship Manager | Ms. Whitehurst experience includes a background in international affairs, economics, business management, planning & public relations. She has served as a consultant to various government agencies and private companies around the world. This experience has provided the opportunity to provide public relations/developmental services. Besides being a Certified Knowledge Manager (CKM) from the KM Institute, her other skill sets include Project Management, Research & Development, Conference Planning, Marketing, Media & Public Relations. Ms. Whitehurst academic background consist of a Bachelor of Arts, International Affairs, Connecticut College; Graduate Studies, John Hopkins School, Advanced International Studies; George Washington University – Business School.
Don Ramsey – Staffing/Recruitment Manager | Mr. Ramsey has over 13 years of experience in corporate sales, management, and career placement and staffing of information technology resources. Don also has executive-level international contracts negotiation and management experience.
Lula M. Greenhow – Manager Government Compliance | Thirty-five years in public administration, encompassing eighteen years transit industry experience in managing and monitoring the development, implementation and administration of required Federal Affirmative Action programs, grants and transit systems financial and operating data. Expert knowledge of Federal laws, case laws and studies, regulations, procedures, precedents and practices governing the major areas of transit programs. Broad experience in planning and designing Human Resources programs, to assess and address human resource needs and assist grantees in achieving civil rights objectives by enhancing skills and talents of minority and women employees and contractors. Ms. Greenhow has a solid understanding of the needs of small and disadvantaged businesses to achieve access to private and governmental contracts.
Honors: Special Achievement Awards in 1987, 1989, 1990, 1991, and 1992 Outstanding Performance Awards in 1989, 1990, and 1991.

Responsibilities: Designs quality affirmative action programs and initiatives for corporate and governmental entities to ensure compliance with Disadvantaged Business Enterprise, Equal Employment Opportunity, Title VI of the Civil Rights Act 1964, as amended, Title VII of the Civil Rights Act of 1964, as amended, The Americans with Disabilities Act of 1990, and other related Federal regulation mandates designed to serve the interest of Protected groups and individuals. Conducts Desk Audit Reviews, Compliance Reviews, Trennial Reviews, and Complaint Investigations. Designs Redemption plans for compliance with all cultural diversity and affirmative action goals necessary to conform to Federal and State regulations in the workplace. She has been a professional ombudsman for women and minority contractor procurement and bonding services. Prepares Federal, State, and County minority certification applications including SBA 8-A Program.
